Offline validator for a UK (GB) VAT registration number in the standard 9-digit format. Normalizes input (strips 'GB' prefix and spaces), then applies the modulo-97 checksum: weights 8,7,6,5,4,3,2 on the first 7 digits, valid if (weightedSum + last2Digits) mod 97 == 0 (post-2009 rule) or (weightedSum + 55 + last2Digits) mod 97 == 0 (legacy rule).
