tin_ph_validate $0.001 per call

Offline structural validator/normalizer for a Philippine TIN (Tax Identification Number). Accepts 9 digits (head office, branch assumed 000) or 12 digits (9-digit base TIN + 3-digit branch code), strips non-digit separators, and returns the normalized XXX-XXX-XXX-XXX form. No checksum is published by BIR, so only digit-count and grouping are validated.
