Offline validator for a French SIRET (14-digit establishment identifier): splits it into SIREN (first 9 digits) and NIC (last 5 digits), normalizes input by stripping spaces, and checks that the full 14-digit string satisfies the Luhn (mod 10) checksum algorithm.
