Offline validator for a Polish REGON business registry number (9-digit or 14-digit form). Verifies length/digit format and the official weighted checksum for each length (9-digit uses weights 8,9,2,3,4,5,6,7; 14-digit uses weights 2,4,8,5,0,9,7,3,6,1,2,4,8 over the first 13 digits), returning validity and normalized form.
