Offline validator for an Indian PAN (Permanent Account Number): normalizes input to uppercase, checks the 10-character AAAAA9999A pattern, and validates the 4th character against the known holder-type code enum (P=Individual, C=Company, H=HUF, F=Firm, A=AOP, T=Trust, B=BOI, L=Local Authority, J=Artificial Juridical Person, G=Government). Does not verify the undisclosed final check character.
