mersis_validate $0.001 per call

Offline structural validator for a Turkish MERSİS number (16-digit central trade registry identifier). Normalizes input (strips spaces/dashes), checks it is exactly 16 digits, and verifies the first 10 digits pass the standard VKN (Vergi Kimlik Numarası) checksum algorithm as a structural plausibility check.
