Offline validator for a Finnish HETU (personal identity code): parses DDMMYY, century sign (+/-/A), and 3-digit individual number, validates the calendar date and century-sign consistency, computes the mod-31 checksum over the 9-digit number using the charset 0123456789ABCDEFHJKLMNPRSTUVWXY, and returns birth date, century, gender and check character.
