Offline validator/normalizer for an SEC EDGAR CIK (Central Index Key). Checks that the input is numeric-only with 1-10 digits, and returns a zero-padded 10-digit normalized form suitable for EDGAR URLs (e.g. https://www.sec.gov/cgi-bin/browse-edgar?action=getcompany&CIK=<normalized>).
