bd_pk_nid_validate $0.001 per call

Offline structural validator for Bangladesh NID (10, 13 or 17-digit National ID) and Pakistan CNIC (13-digit Computerized National Identity Card). Normalizes input, checks digit-count/format rules, extracts embedded birth year for 17-digit BD NIDs, and derives gender parity for PK CNICs (last digit odd=male, even=female). No checksum digit is publicly documented for either scheme, so validation is purely structural.
